The merchant navy is the passenger and cargo
ships of a country. Most are owned by private
companies. To avoid strict regulations on
safety, union rules on crew wages, and so on,
many ships are today registered under `flags
of convenience', that is, flags of countries
that do not have such rules. During wartime,
merchant shipping may be drafted by the
national government for military purposes.
