  1. The merchant navy is the passenger and cargo 
  2. ships of a country. Most are owned by private 
  3. companies. To avoid strict regulations on 
  4. safety, union rules on crew wages, and so on, 
  5. many ships are today registered under `flags 
  6. of convenience', that is, flags of countries 
  7. that do not have such rules. During wartime, 
  8. merchant shipping may be drafted by the 
  9. national government for military purposes.
